Mr. Holman's telegram No.311.
Chinese Government seem adamant in their determina-
tion to bring the regulations into force on September 1st.
I have discussed the situation with my French and United
States Colleagues and we do not feel that any useful
purpose would be served by continuing to press for post-
ponement of the regulations and that we should do well
to concentrate upon endeavouring to secure such modifi-
cations in machinery for their enforcement as will pro-
duce the least possible dislocation of trade.
I am
instructing Mr. Holman to make one last serious effort
to secure postponenent, after which, if it prove unavail-
ing, to adopt the line referred to above. He has already achieved more - see his telegrams Nos. 310 and 311 - than
I hoped for.
2. My French colleague tells me that through his repre- sentative at Nanking he is continuing to press for modifi-
cation in the machinery fer enforcement and that he has let
Wai chiau pu know that he is not prepared to recommend
French nationals to comply with the regulations. Both I
end my United States colleague regard this latter attitude
as unwise, since it is tantamount to a refusal to recognize
the admissibility of the system and might load them into
the....
